DOT entry-level driver training requirements apply to new commercial motor vehicle (or CMV) drivers who drive for carriers in interstate commerce and are subject to CDL requirements. "Interstate" means that the cargo being transported has or will cross state lines, while "commerce" means the cargo is being bought or sold, or is supporting a business in some other way. But when is a CMV driver "subject to CDL requirements"? A CMV driver is required to have a state-issued CDL to operate any vehicle (or combination of vehicles) that meets one of the following criteria: •Group A vehicle combination with a gross combination weight or weight rating - whichever is greatest - of 26,001 pounds or more, inclusive of towed units with a gross vehicle weight or weight rating in excess of 10,000 pounds. •Group B single vehicle with a gross vehicle weight or weight rating of 26,001 pounds or more, or any such vehicle towing a vehicle with a gross vehicle weight or weight rating of 10,000 pounds or less. •Group C vehicle that does not meet Group A or B requirements but is designed to transport 16 or more passengers, including the driver, or is used in the transportation of hazardous materials with required placards. CMV Groups A, B, and C coincide with CDL Classes A, B, and C. So, for example, a Class A CDL is required to operate a Group A vehicle combination. Note that CDL drivers in Class A or B can drive vehicles in their Group plus all lower Groups. This means that Class A CDL drivers can drive vehicles in Groups A, B, and C.
